Thank You, Dr. Mills — A Decade of Steadfast Stewardship

As AFGE Local 2328 prepares for new leadership transitions this summer, we pause to recognize and thank our outgoing Treasurer, Dr. Richard Mills, for more than a decade of steadfast service to the union and its members.

Dr. Mills joined AFGE in 2009 while serving as a clinical psychologist on the Polytrauma team at the Hampton VA Medical Center. When the Local found itself without a treasurer just a few years later, he stepped forward—not out of obligation, but out of deep conviction. He believed his skills could strengthen the financial stability of the Local, enabling our officers and stewards to better support the bargaining unit employees we represent.

That belief proved more than justified.

Even after retiring from the VA in 2020, Dr. Mills continued to serve as Treasurer, and will complete his final term in July 2025. Throughout his tenure, he helped Local 2328 build significant financial reserves—ensuring that we can weather storms like the current wave of political hostility toward federal workers and their unions.

Dr. Mills has always understood that union power is about more than fighting back—it’s also about building partnerships, solving problems before they begin, and making sure the voices of workers are at the table from the start.

We thank him for his quiet strength, fiscal discipline, and unwavering belief in our mission. His legacy will live on in the stability he helped secure—and in the example he set for all who serve.
